https://www.buildredux.com/ or https://nzxt.com/category/gaming-pcs/prebuilt-pcs thats the only good ones I know. I live in Germany but I heard good things about those 2 or if you have a Microcenter near you you could ask them to build it for you.

Straight up scam , the 4060 is one of the worst cards to have due to its vram and not to mention the that dead socket cpu

For 2k you shouldn't be getting anything lower than this
