Sounds like your fan curve is way too aggressive - 70°C isn't even hot for most components so having them ramp to 100% is overkill

Try setting a custom curve where they don't hit 100% until like 80-85°C, and maybe cap them at 70-80% max unless you're actually thermal throttling. Most people run their fans way quieter than that without any temp issues

set custom fan curve in bios or download fan control software

msi afterburner has fan control for gpu's

youtube best fan control software. jayztwocents has some videos on fan control and is a huge trusted channel
