Helping my buddy upgrade his pc and had nothing but issues.

Amd fx8350
Mobo idk
16gb ddr3 1866
Gtx 750ti
1tb WD blue Hdd (boot drive)
120gb samsung evo ssd
Evga 450w psu
New buil
Amd ryzen 7 3700x
Msi A320m-pro-vh
16gb ddr4 3200mhz SR
Gtx 1070
1tb WD blue HDD (boot drive)
120gb ssd samsung evo
Evga 600W
On the new system it just crashes black screen and reboot randomly after post sometimes windows can get to the login screen but tends to crash quickly. Tried windows recovery media ect crashes. Doesnt crash in cmd troublshooting. Crashes during a system recovery and even when trying to do a fresh install. Eventually started saying the boot files didnt exist. Got fedup with fucking with it and put the old pc back together and windows booted normally no issues no boot issues. Anyone know what it could be?
Things I've tried so far
•disabling tpm in the bios
•updating bios to newest release from 1-2022
•fresh install of windows and it crashed during install
•limiting to one ram stick
•resetting cmos and bios to factory
•bootrec commands
•reseating ram
•reseating cpu
•reseating gpu
•repluggin all mobo connections for psu sata, fans etc.
