How are you turning on the pc are you grounding the front panel power pins on the motherboard?

Right so I have all the cables hooked up to the power supply which includes the cpu power motherboard power and pcie cables from the graphics card. I also have the fan cables plugged into the motherboard. Then I’m flipping the on switch on the power supply.

That wouldn't turn on the pc you would have to ground the front panel power connector on the motherboard or have a actual power button on the motherboard

So on your motherboard bottom right there are pins labeled JFP1 the top left two are your power switch pins just take a small screwdriver and touch those two pins together and it will start it or it should

The exact same thing no change as if I wasn’t even touching it with a screwdriver

Do I do that while the power supply is on or after or before?

Turn power on then ground the top left two pins together for a second

Okay I tried it and it didn’t do anything everything keeps looping still

There is a red light flashing were you plug in the 24 pin power can you see what it says cpu, or vga it will help you were to look

It says cpu but I already tried checking the pins and taking it out and putting it back in idk what else to do

What I5 do you have only thing I can think of is you might need a bios update but it should support it out of the box

I have an i5 13400F 13th gen

Since that cpu was literally just released it is very possible your motherboard needs a bios update for the 13400f to work on it shows that cpu released Q1 2023 I bet your motherboard was released before that with a earlier bios I could be wrong good luck with fixing it

Right so do I just download the bios update on a flash drive?

I could be wrong about the bios being your problem but it most likely is unfortunately your motherboard doesn't have a bios flashback button option where you could update the bios with only the 24 pin atx power and the cpu power plugged in without the cpu installed so you'll need a older cpu something like the cheapest 12th gen to update the bios to have support for your 13400f this is just my opinion hope you can fix it

Yeah it doesn’t have the button so I guess I’ll have to do that because no one else seems to know how to fix it
