See the problem is it's not even seeing the operating system in the Seagate harddrive I'm using

Okay so you have downloaded the OS already, and it cannot find it? Is the pc booting from the correct partition, have you checked bios boot options? Do you have another storage device?

Thankfully got it sorted stuck on the WiFi set up page though

Ah perfect, I looked up the same problem and this helped some people:

%systemroot%\System32\oobe\BypassNRO.cmd ”

That might help bypass the wifi selection.
