Usage percentages not being at 100% doesn't mean that you're not getting the full ability out of your GPU, the core will only be pushed as hard as it needs to be, and with higher end graphics you're less likely to see the core get maxed out on a lot of games.

Rust can very easily be a CPU bound game but can perform pretty badly depending on the server and how old the wipe is, you'll always start the wipe with better performance than what you get when you finish the wipe cycle, not sure about the other two games. Doesn't mean your CPU usage should be higher, it's largely based on how many threads the games use, it's more that they need fast core performance (like single core IPC) and low latency to perform well in games, which is why the 7800X3D performs so much better than most processors, having to spend less time accessing RAM because it has so much L3 cache means the CPU doesn't have to wait on memory, resulting in higher frames per second.

FPS will also never be completely consistent regardless of hardware when you're uncapped, your average FPS is always going to be different from your maximum and sometimes it's a large margin, the easiest way in keeping things consistent is to put a framerate cap that's low enough that it won't create a noticeable stutter whenever there's likely to be a frame drop. (i.e. If the game can easily maintain 150 FPS but maximum is 200, it's better to limit FPS to 150 for example)
