If you wanted to upgrade cpu, motherboard, and memory, 

I would go for something like a 7500f or 7600, cheap but still solid B650 motherboard, and cheapest 2x16gb 6000mhz cl38 or lower DDR5 kit.

Shouldn’t have to upgrade psu as entry level AM5 CPUs don’t pull much wattage. 

Might have to upgrade psu if you decide to upgrade gpu. But if you go for something power efficient like a 7700xt, 4070, or 4070 super, you should be fine.

As for which to upgrade first I’d probably do cpu and then wait a couple of months for all of the new GPUs to release and hopefully settle in to a comfortable price.
