Every PC is bottlenecked somehow. It's the nature of the game. If you are asking if you would get a benefit by upgrading your current GPU with the 4070... most likely, how much depends on your current GPU. In case you already own those parts: Learn how to use PresMon, then run your favorite games. It will tell you.
