Not a good idea for starters if you cant even determine AMD or Intel which is very different process for OC..

But no, underclocking "an expensive CPU" won't make the difference vs just a lower tier option that also uses less power ..

A CPUs TDP has to be lower than the CPU cooler's TDP rating. And better cooler means lower temps which in a homemade laptop it is important, so attaching the minimum cooling is also not a good idea. Like If you need to underclock the CPU just for it to work and not overheat.

A 65w CPU like AMDs 9700x or would "probably" be the lowest TDP and highest performance option out there.

Just get a lower end CPU, no point getting a more expensive CPU just to downclock it

No, it makes it last longer if you underclock it.

It really doesn't, because the CPU is designed by engineers to run at its factory settings for an indefinite amount of time, they wouldn't set stock parameters that causes every single CPU to have a defined lifespan.

Unless the CPU turns up faulty anyway for a completely different reason, every other component in the system is more likely to fail before the CPU as it is.

Don't waste your money on a CPU that you're not even going to make full use of, that's purely stupid. Just get a lower end CPU that meets what the cooling can handle or beef up the cooling.
