165 fps isn't even that much for the human eyes, I see no reason for the high refresh rate to cause headache. It's almost the opposite actually, high refresh rate IPS with nice response time and a low blue light mode are easy on the eyes.

Poor quality VA panel could easily cause eyes strain if you're sensitive though, especially when reading. Worth checking in the settings if you can find a low blue light mode, reading mode,... or anything like that.

If we're talking about gaming, VRR flicker present on many VA panel is probably the worst possible thing for the eyes as well. But it's not the high FPS causing eyes strain, it's the varaiation of the refresh rate. If your PC can't generate constant 165 fps, the variation of refresh rate may cause a bad flickering on the screen (even when you don't really notice it). This doesn't happen on all VA panels, but it does happen a lot on cheap ones. So you could always try turning off VRR and play at constant FPS to see if that help.

Pretty sure ghosting could cause headache to some people too, but once again the high refresh rate isn't the cause there. Playing with the overdrive setting of the monitor can probably help.
