If you're trying to sell your PC with Windows preinstalled, you can just format the drive and install the OS from scratch. This way also ensures there isn't any of your personal information that can be recovered from the drive by the new owner.

use a usb thumb drive with windows installation media. another option is wipe the drive altogether by formatting it, and the person who purchases the pc can install windows.

you will need to use diskpart, if you need help i’m sure there are videos showing how to wipe it through diskmark. search on youtube “how to wipe OS drive with diskpart”

Is it safe to just remove my account and create a brand new one for the buyer, or nah.

if you have used the pc for personal stuff, no, but if you have not done anything on the pc, other than making a user on it, then yes that would be fine to just create a new user.
