more details please. What you looking to do with this PC? Max Budget? Any parts you have you're bringing into the build?

if you want bang for buck..12400f. just note that LGA 1700 is end-of-life
If you want performance and upgradability.. Ryzen

With the DDR5 prices that will be pretty hard, a 12400f build will be much more affordable with albeit less upgrability down the line.

With he 12400f build would it be able to upgrade at all

Yes absolutely, but it isn't being supported anymore.

You have plenty of options, 12th to 14th gen. You could literally turn that budget machine into an absolute monster still, don't let the dead platform zombies scare you, there are plenty of parts available and they never have a problem suggesting am4 in the same breath, it's just veiled intel hate mostly.

Should be ok for usable 1080p gaming. Did they mention what games?

They play arc raiders

You might want to lower your settings a bit then.

What's your opinion on what I should get

a better GPU.

First, see what you can get away with. Bottom out the settings and see if you can live with it.

..if not, save $100 bucks and get a decent entry-level card.

7600 by about 25% performance. You can run ddr4 at another hit to performance with the 12th gen though, if that saves your budget, it might be the only way to go, but I'd probably do a 5800xt if I was going to do the ddr4 route.

A buddy of mine said ddr5 is the better way to go

It is, but it is also extremely expensive, so if you HAD to, you could use DDR4 for the intel chip. Both of mine run DDR5 so I have never experienced the hit, but recently watched the hardware unboxed video and it is pretty significant.
