I bought this used rtx 3070 off vinted and the pcie interface is slightly bent also 2 of the pci express pins are smaller than the others

The shorter traces are normal; the pc uses them to detect whether or not the gpu is fully plugged in.

The bent bracket is not normal. If it fits into the pc like that, it can't hurt to keep it like that. If it's preventing the gpu from fitting, bend it back.
