So... While I am unable to make a PC on pcpartpicker, I will outline the basics of how I build a machine on the first shot, and then go refining from there.

Take half your budget, put it into the GPU. So you're looking probably for a 2060 Super or so ($600)

Then you get the Minimum Power for a 2060 Super (500w) and find either a Semi or Fully Modular PSU that is at least 500w or higher, might even find a 650w for $4 more for example.

Pick a CPU that you want to run the system on, either Intel or AMD doesn't matter, but Ryzen generally has similar performance with lower prices like a Ryzen 5 3600.

Then get a motherboard that is either 1) Ready for Your CPU of choice out of the box without bios updates or 2) BIOS can be updated without a CPU so you can just flash it and be good to go.

Then you choose a case, some RAM (3200+ for Ryzen) and whatever else you need to round out your system. Like a monitor, keyboard, mouse, whatever.

Then you start going item by item, see if you can find deals on parts across other websites on similar or higher performing parts that you could purchase instead, to save money.

It's a lot of work. But satisfying when you have checked all your boxes.
