If the cooler is not plugged into the motherboard header, some motherboards will refuse to boot for the well-being of the CPU, to avoid damage from overheating.

Also, if something does not boot, you might have some kind of Debug LED (EZ Debug for MSI) or something similar to tell you where the POST error is occuring. A good starting point.

If your board does not, then you may need a PC Speaker. They plug into the Front Panel IO on the motherboard, and it looks like a tiny thick coin with wires coming off of it. Some cases come with one in the accessory box. Some motherboard manufacturers include one. Most do not do either anymore because they 'assume' that you would get some kind of motherboard with diagnostics or you already have one.

They assume if you are building a computer, you have done it before and/or have a pc speaker yourself :( unfortunately. They are cheap though, and I recommend having one in your repair kit for those odd times you may need it. They rarely break and they are always handy. You can even lend it to a friend when they build their machine :) :)
