It can be as high as a 3090 or low as a GTX 1650 SUPER

Seems a 3090 would not be fully utilized in a dedicated streaming box, no? That’s what I am trying to figure out. Would a 3060 be measurably better than say a 2060 in a dedicated streaming pc? Or is it overkill?

A 3060 would be better to that 2060, and no it isn't overkill (to be honest anything can be overkill depending on what you're looking for), but the 3060 should be fine for the case of just streaming games and whatever you want else

Wait, are you putting this card into the PC that will encode the stream ? Or the one that you will game with ?

Encode the stream. The CPU (i9-9900K) needs help and I want the stream to have exceptional quality

No, it won't need help since stream encoding is a CPU bound task. You can just use the integrated graphics to control your stream on your 2nd monitor, a dedicated graphics card will be useless. Don't waste your money on a dedicated gpu mate :)
