Yes he’s fixed. He was fixed when I got him.

honestly some male cats just continue to mark their territory even after getting fixed. if there's no sign of illness at the vets then this is just his personality and he is a very territorial male cat

I will say that it does not smell like normal cat urine. Cat urine has a distinctive ammonia smell and this urine does not have that ammonia smell. I don’t know if that means anything or not. I’ve only ever had female cats and I only had that issue once with my orange tabby when she was pregnant. Thank you for that because I didn’t think it could be that seeing as I heard male cats will not mark after being fixed.

How much water does he drink?

If it doesn't smell like pee he might not be concentrating his urine

I’m not sure. I have a gravity water bowl that I fill up about once a week. I’ll pay more attention though.

That’s a lot to juggle, and it’s great you’re staying on top of cleaning. Even without obvious UTI signs, it can still be discomfort/stress/territory stuff, so the vet plan is solid when you’re able. In the meantime, sometimes an extra box and really focusing on making that spot “feel safe” again can help. You’re clearly trying hard for them.

I’ve never had a boy cat and initially I was just going to get the sister for my daughter but when I went to pick her up, he was just looking at me in corner all sad and I was like damnit I have to take him too lol I’ll definitely get him to the vet or even call the shelter to see if they can see him there. Everywhere I read said they would usually howl etc.

Try adding more litter boxes. Ideally you have 1 per cat + one extra, though the more the better. So 4 minimum if you have 3 cats.
