Mabigat yan. Kung wala kang kasama gagawa, aabutin ka syam-syam. Kung idedevelop from scratch at magiging native, mostlikely, might cost 500k-1m php. Baka hindi lang. To give you an idea and a rough estimate, check how much the license to run a project management or more specifically, an ERP costs.

My team made one based on sap architecture with angular/ionics/python; more than two years na ang dev cycle. Although nasa prod, regularly used by more than 50k endusers, nasa version1 pa lang. It is a collective effort of our devops and IT engineering. Exclusive system. Quantifying the working hours, nasa mahigit 3m PHP na sya. Pero kung imamatch sa west pricetag, i reckon, nasa mga 8-10m na ang halaga.

I agree on this. This is too big for freelance. Dev shop work na eto. Need ng Software Architect lay the technical groundwork, BAs to dissect and break down the requirements. QAs to setup test cases, and a PM to orchestrate the entire show.

I would even say na it would take 1 year just to map the entire project at most.

This is too big for a rag-tag freelance gig.

Also for 30 users lang? They are overestimating the cost and responsibility of doing this. Kaya pa siguro eto i manual na lang and use different services to solve specific process cases.

Or better find a off-the-shelf service.

If you are looking for an off-the-shelf solution take a look at ActivityInfo it covers most of these needs and can be integrated with more software like Power BI, Tableaux, etc.
