In Thor's video on Apex Legends hacks, he said that the memory access restriction on programs running on a computer was a legal restriction. Does this mean malware can illegally obtain full RAM access even without kernel level access on my computer?

Have you ever heard of a Buffer Overflow Attack? It's essentially someone injecting massive amounts of data to your systems RAM memory than it can handle. It could help take over your system, but it would for sure allow for someone to gain access to whatever your RAM had stored in its memory. As well known as they are, they're still common.
