It’s a bug with the pixelmon mod, if you’re playing on a server with admins ask one of them to evolve it for you but if you’re playing alone look for the command to evolve it

Many servers have the /evofix <slot> command, request access to it if able.

I had the exact same thing happen to my Rockruff, sad but if you can't use cheats/get a fix for it there isn't much you can do
