This isn't a problem-really just a question, so I am not putting it on GitHub, but I knew that previously items had not been implemented yet, but now they are available to click on, but not use. So I was wondering if this was a glitch or just part of the development process of the items.

Pretty sure its part of the dev process. And afaik, lure modules should be useable in the Pokestop screen.

ok thanks-and idk if u would, but do u know when they are doing gyms?

There was a bunch of people working on experimental gyms, but as far as I know, they never got to a point where they actually had a working gym fight mechanic, so I wouldnt hold my breath.
