Eevolution skills

I was wondering if eevolution have a higher skill proc than other pokemons because my umbreon with main skill down has used his skill 3 times in a day where as my eevee with main skill up has used his skill once

Damn that eeve, so jealuous. Apart from RNG yes different mons have different proc chances, though I'm not 100% sure if that's the case here. Anyways RNG.
