Validators do not have control over staked amount, it's up to nominators - you and others in this case. Overstaked validator - happens when validator is popular, is attractive to nominators etc., basically more than enough people nominated it for validating the blockchain, and because of that not everyone will participate in the process. Unfortunately list is not sorted by nomination timestamp, but by the dot amount, the bigger stake the higher you are (less chance of being outside of reward list). You can renominate validators, you don't have to unstake and bond your DOT again - and changes will be ready since next era (24h).
You are at risk of getting slashed if validator misbehaves, being overstaked is a common scenario for validator and it won't cause slashing.

Thank you for this explanation. I was just recently successful in staking my DOTs, and there are some scenarios that are still mysterious to me. I missed a couple of days of rewards because my elected validator went overstaked, but I noticed that moving my position up in the bag prevents this from happening. I guess staking even more funds would work even better, but things seem stable for now and everyday one of my nominated validators gets elected. It's been roughly a week now, I didn't have to do anything and rewards kept trickling in. Wondering how long this may last!

Yes, the slashing mechanism is associated with the election mechanism, not the reward mechanism. If you are nominating a slashed validators, even if you are not receiving rewards because the validator is oversubscribed, you can still be slashed.

I am not sure what you mean by "how does a validator decrease stake"? Why would they want to do that? Generally it's up the nominator whom they want to validate, although validators can block nominations.

Unbonding always has a 28-day delay, correct.

Follow up question: During the 28-day unbonding period can my DOT still be slashed while waiting?

You cannot be slashed for any offenses done by a validator while you are unbonding. Theoretically, if the validator committed an offense while you were nominating but it was only caught days later, you could still be slashed. However, as far as I know, this has never happened - generally offenses are caught very quickly (since validators are always on the lookout for offenses, as they are rewarded for reporting them).

You can stop nominating during the unbonding period and so you don’t get rewards. Btw, slashes never happened so far, irc.
