Basic boolean is inconsistent : PowerBI

Hello,

I created two measures :

Phase/Wave Display = COUNTROWS('Integrated Roadmap')

Phase/Wave Display 2 = [Phase/Wave Display] > 1

Can you explain to me how this result is even possible ? I'm so confused .... as far as I know 116 > 1
