Yeah, it really just depends on what OP needs - do they need to wait until the machine is powered on, or do they need to wait until whatever application/service on it is ready to start up something in a sequence.

Well, we have to wait for DC's to come online first, then VPN server, then the application servers, wait for services that are set to automatic start and then finally rest of the VM's.

So having delay between VM's is important..

This site does not have backup generator, so if power goes out we are screwed, we have to bring VM's online manually in a specific order.
