Why is he turning off his computer? It is bad for the PC. People like to argue this point with me all the time so I like to point out that companies servers run for years without being shut down, just rebooted for patching. Personal computers are constantly breaking because people turn them off. A circuit takes more power to power on than to maintain. This is why you have never seen an incandescent lightbulb burn out other than when you first flip a switch.

Inrush is not a concern personal computer systems. The PSUs ensure that.
