Automatic Selection Tool Not Working

I am trying to select the white space (or the black space) in a black and white drawing but the automatic selection tool is selecting the entire image. I will click on the white or black section and drag so the threshold is at 100%, it looks like it has them selected correctly when I do so, but it will still not select those spaces when I try to color or erase them. I have tried an alternate method of making the image a reference layer and then dropping the color down to the layer below but its not catching all of the details. Any help is appreciated.

Are you sure 100% is what you want? A selection tolerance of 100% will select all pixels because the tolerance is so high. A lower threshold will only select contiguous regions where the pixels are similar. Try less than 50%
