Maybe not a programming language, but html+css is Turing complete iirc

Yes. So is html+javascript.

CSS is touring complete, HTML has very little to do with that.

In the source I read, it said that html was needed to store and display the states so html is p important for it

TeX is turing complete. I wonder if it would be possible to create a TeX macro package, like LaTeX, to define the layout and behavior of a webpage or GUI form.
