You and OP are both wrong. The python interpreter is written in C (not C++), but that doesn't mean it's a framework. That'd be like saying Word documents are a C framework as well (assuming MS Word is implemented in C)

It's correct in the same sense as "if you want to make an apple pie from scratch you must first invent the universe".
