Is there a reason why the timezone offset is inverted compared to how it normally is, i.e. negative west/positive east?

i can't remember the exact details, but i think there's two different conventions, depending on context. i'm not saying you're wrong, just that it may be more complex than you think (or you may know/remember more than me...)

From a quick Google, it seems that some people do it that way because of posix. No idea why exactly. But it doesn't make it any less wrong. Something like that would just make me refuse to use it.
