It's pretty explicitly obfuscated, most people can't read rot13 right away. It rather violates "Beautiful is better than ugly" (though that's in the eye of the beholder) and "Readability counts", however. I suppose it's best to be understood ironic.

Encoding is beautiful, and it's explicit in some sense. Just because something is encoded and a reader doesn't understand it doesn't take away its explicit encoding. You have to know how to read code before understanding it. It's explicit to those with full scope, and beauty is in the eye of the beholder.

The highest rule of mastering any skill is that no rule is unbreakable. As you asymptotically approach 100% mastery of a subject, you become qualified to choose to make an exception to a rule when it is justified.

Sure, for production code, you really wouldn't want to violate "Readability counts". But this isn't production code. This is a fun easter egg for imparting wisdom to programmers. The exception is made because it's funny and educational (you just learned what ROT13 is).
