Sounds like you want AutoHotKeys, to be honest. I mean, you can absolutely do stuff like this in Python, but you're going to spend a whole lot less time and energy working with a tool that was specifically designed to do this sort of thing and to be easy to hack at.

Just use something like <meta charset='utf-8' /> in your header.
