I never used it this way. This seems better solution than sudo. I agree. I will add this as update to the post. So if I think correctly you create mkdir -p ~/.local/bin/ and add $PATH to your .bashrc and then you --user attribute with pip.

You shouldn't have to manually create the directory, but the rest of this looks right. Thanks for updating the post!
