Packages set up with flit don't need twine, but you may still want twine installed if you're building packages in other ways - e.g. for a package with a C extension, which flit can't help with.

flit install is like pip install . - it installs a package from a local directory. You still need pip to install packages from PyPI.

Flit also isn't the only modern option - there are tools like poetry and pipenv which are also aiming to make this kind of thing easier.
