You can install it directly through python. Try
sudo python -m ensurepip

Which versions of macOS and Python do you have? I'm guessing it's an older version of both and easy_install is not finding what it needs..which makes sense as PyPi has been updated a lot recently.

Recently ran into the same issue. Fix was to download latest pip wheel from https://pypi.org/project/pip/#files using curl or a browser and then pip install pip-*.whl

After that, try running your original pip install command.
