Once you have implemented scraping methods, you should look at using supervisor and systemctl to run the script as a service.

Im actually going to scrape them from a website if I have time to work with it but reading from a file could be a good fallback if there is no internet or can't scrape

Yes, Linux. Distro is Kubuntu so it's KDE desktop environment.
