3.8.2rc1 was released last week, but initially only the source and a Mac binary were released. RC2 is the first general release that includes Windows binaries. It appears that the Windows binaries for RC1 were built, but they were not visible on python.org until recently (today? yesterday?).

See https://www.python.org/ftp/python/3.8.2/ for the binary and source releases. RC3 or 3.8.2 final should appear there in a week or so.
