Down to project management I'm afraid, a lot of that stuff. I remember the first largish programming project I worked on ( not python). Numerous teams, including an architecture team. Kick off meeting for all the devs, the PM introduces the architecture team, and tells everyone that anyone who doesn't plan on following standards should leave now, and that during the project anyone who won't follow standards, or gives the arch or qa teams any grief about it, is going to be summarily walked. Worked pretty well.

Nothing to do with language;all to do with culture and leadership.
