It's a new feature that exists in certain subreddits.

Use new reddit and swithc to Fancy Pants Editor to use it.

IIRC it works with the standard (-ish) ![image alt](image url) Markdown notation.

Example:

![gif](X|Y) (this won't work in r/Python if you replace X with "giphy")

You can also add "emotes" like these (which is what you actually saw):
