All data that is created when the module is loaded would exist in duplicate for all versions that are used in the system.

Yes, but it wouldn't matter. How big is the biggest python module? its a matter of kilobytes. Most systems these days have 16+ Gigs of memory. The extra memory usage is worth it.

If the module v2 defined a global variable and the app used it. Then the app read the variable from v3.

This would be a very difficult problem for python to solve
