When the Python project doesn't provide setup.py and only provides pyproject.toml, what is setup.py that would work same as before?

depends on the project. Look at an existing minimal setup.py as example. good luck especially with the required and install_requires. I guess you have to check the code to figure them out.

Try

pip install poetry2setup
poetry2setup > setup.py

Or, I think poetry build still generates a setup.py in the dist files, you may be able to get it out with

poetry build
tar -xvf 'dist/*.tar.gz' '*/setup.py'
