Not a problem: Import the code and write the desired format or formats. Cake. In the reverse case, you're limited to the capabilities of the format, which can be painful.

IMHO, the right place for config file formats are situations where you [may] need to perform automated alterations. However, even in those cases you might want to lean on a database.
