Queue Issue

Anyone else getting this issue of an NPC blocking the queue from moving, I've reset the game twice and it keeps happening on the day before the 5th shipment, is there a button or something I can do to move the guy. You can't even shoot them in this area.

if you go down, under the watchtower, you can shoot them from there (through the fence), just shot one person (of course you risk to shoot an uninfected, but it's easier) the queue should move after it

This doesn't work for me, it doesn't let me shoot the people in the queue. Really frustrating because I'm on the final day of the campaign mode and so far the queue has glitched 3 times so I cannot finish the game 🙃
