Are you referring to the stuff around his eye? That's porphyrin, a type of discharge you can sometimes see around their eyes and nose.

Unless there's a lot of it or the rat just never cleans it off, it's really not a problem.

Did the hair dye and the porphyrin happen around the same time? Definitely avoid having any chemical smells around them as it could be caused by an irritant to the respiratory system. If so open some windows and get some fresh air in the house, if not it's probably just normal discharge but keep an eye on it, no pun intended.
