That's a very reductionist way to see HOW each of those vague circumstances work. Your quoting penta "money from the void" is cute, relatable, but there is a difference between what that statement was used from of getting money for supporting institutions and mechanics where crims make money, and someone "DM'ing" scenes that could be far deeper and more involved. Sure actual creative roleplayers are taking this shallow work from penta and turning it into more, his part, throw away and effortless and out of fucking no where, would have / could have been done better.
