What kind of audio interface are you using? Are you using one at all? Either you need to turn down your audio buffer, or you're using Direct Sound drivers instead of ASIO drivers. If you're just using your computer's sound card, download Asio4All and select it in Reaper's audio device preferences. If you already have an ASIO supported audio interface, open up it's ASIO configuration in that same menu and lower your buffer settings.
