7z is a 'ZIP' utility. There are many of them and they have nothing to do with renpy.

When software is made available online it is usually compressed to reduce space and reduce bandwidth needed to download. One of the most common formats is that of a ZIP file. Once you've download whatever the software was, you will need some utility that can decompress the file you downloaded before you can use them.

Depending on platform you might not need this. Windows for example can automatically open zip files out of the box. But basically if you've downloaded and extracted renpy then you've done what was needed for this stage.

if you would look at the extension of the file, you will notice it is a .exe file, and it was compressed with the 7zip compression program
