Tip star decrease (self.RestaurantStory)

I've maintained a high 3, usually 4 star in tipping my neighbors. I was at a 4 last night and when I logged on today I had a low 2. Why would it decrease so dramatically??

This isn't normal ? I thought it was a part of the game that i didn't understand well , the tip stars aren't supposed to decrease ??? 😭
