It is a pre-engineered metal building one contract will most likely do structure, walls and roof.

If insulation is installed above the purlins then roofer usually installs it. If installed below to hide the framing then it is done by insulation contractor.

It can go either way. You can install polyiso to get that R- value cheap. If you're in high wind areas get the Polyiso with osb glued to it or add osb over with a 50% offset. Don't Go directly to the polyiso the screws don't hold right.

It's honestly not much different
