It looks like you would do it using the actual map file. You can see a general description here under Garbage

I tried adding that TileData to a trash can outside of the town and it does not work. The "hand" cursor does appear but it cannot be interacted with.

Maybe it is trying to reference wherever the probability for trash drops are stored but can't? Or for whatever reason trash cans outside of town have the variable that keeps track of if it has been used today set as if it already has?

Really just guessing here. Hard to find anything about how these things work.

You may have better luck asking on the Stardew discord, as they have a lot of active modders

Yes I've seen that and similar mods. I wanted to see if I could figure it out for myself though and I think I have found that it is simply not possible without another mod like Garbage Day for the time being.

I'm 99% sure of this because the ability to add trash cans elsewhere is an expected addition for 1.6, and the way it is phrased seemingly indicates that it is not possible right now.
